Bud Albright
Senior Vice President for Policy and Government Affairs
CenterPoint Energy

The Honorable C. H. “Bud” Albright is currently Senior Vice President for Policy and Government Affairs for CenterPoint Energy, based in Washington, D.C.  CenterPoint Energy, Inc., headquartered in Houston, Texas, is a domestic energy delivery company that includes electric transmission & distribution, natural gas distribution, competitive natural gas sales and services, interstate pipelines, and field services operations.  He also currently sits on the Boards of Intelligent Grid Solutions and DC Biofuels.

Mr. Albright is the immediate-past Under Secretary of the Department of Energy, where he was appointed by President Bush and unanimously confirmed by the U.S. Senate.  During his tenure in this official role, with a $ 15 billion budget, he provided leadership for both energy and environmental programs, including: energy research and development; demonstration and deployment; environmental clean-up; and radioactive waste management.  Earlier in his career, Mr. Albright was the Staff Director for the U.S. House of Representatives’ Committee on Energy and Commerce, where he led efforts to address issues facing the telecommunications, energy, environmental and health industries. Other governmental assignments included the following: Deputy Associate Attorney General and Senior Special Assistant to the Assistant Attorney General of the Civil Division at the U.S. Department of Justice; Deputy General Counsel of the U.S. Department of Housing and Urban Development; Associate Counsel on the U.S. Senate Select Committee investigating the Iran-Contra incident; Assistant United States Attorney in the Eastern District of Virginia; and legislative and personal aide to Senator Strom Thurmond.

Mr. Albright holds a B. A. degree in History and Political Science from Presbyterian College in South Carolina and a Juris Doctor degree from George Mason University School of Law.

David D. Ellis
President, Clean Power Markets, Inc.
Senior Vice President, Business Development, Comverge, Inc.

David D. Ellis has over 19 years experience in a number of executive management, energy, and technical roles, including Demand Response (DR), Renewable Portfolio Standards, and related software and hardware technologies.  He has contributed to and procured two patent deeds related to those technologies.  He is currently Senior Vice President, Business Development, of Comverge, Inc., where he develops commercial and industrial DR and renewable energy lines of business, products, and services as well as tracks the regulatory policies that affect them.  Comverge, with over 3000 megawatts of clean energy capacity under management, is a leading provider of clean energy solutions that improve grid reliability and supply electric capacity on a more cost effective basis than conventional alternatives by reducing base load and peak load energy consumption.  In addition, he is responsible for oversight of Comverge’s international business planning and development efforts.  Mr. Ellis also serves as President of Clean Power Markets, a wholly owned subsidiary of Comverge, which has administered state-based Renewable Portfolio Standards in Pennsylvania, New Jersey, Connecticut, and Wisconsin.

Matt Knight
Senior Vice President of Sales
Siemens Water Technologies Corp.

Matthew H. Knight has been Senior Vice President of Sales of Siemens Water Technologies Corp. since March 2009.  Mr. Knight has also been a Consultant with Strategic Diagnostics Inc.   since June 2008.  Mr. Knight had previously served as Chief Executive Officer and President of Strategic Diagnostics Inc. from 2003 to 2008.  Prior to that, Mr. Knight had served for 23 years at Nalco Chemical Company, where he began his career in field sales in 1980 and held various sales and marketing management positions for 15 years.  In 1996, Mr. Knight served as General Manager of Nalco’s European operating group and served its water management needs of manufacturers, including the food, beverage and pharmaceutical industries.   He also served as General Manager of Nalco’s largest water treatment business unit, Group Vice President and President of its Industrial Division, Group Vice President, Sales Force Optimization, and Director of Strategic Diagnostics.

Mr. Knight is a graduate of Miami University of Ohio, with a B.A. in Chemistry, and Amos Tuck Executive Program.

Skelly Holmbeck
Energy & Water Resources Lead

Ms. Holmbeck has led risk management, process improvement, and emergency response planning in the oil & gas sectors and in the tech industry, establishing programs to protect land and water while developing and implementing quality assurance quality control (QA/QC) and privacy safeguards to ensure data protection.

Skelly currently serves on the following:

  • UGA School of Ecology Advisory Board
  • BCONE Sustainable Communities Workshop Theme Panel

She was President of the Georgia Environmental Council, a member of the Georgia Statewide Drought Planning Committee, and a member of the Metropolitan North Georgia Water Planning District.

Skelly has served as Policy Director for the Upper Chattahoochee Riverkeeper, and worked with a world-renowned ecologist and state policy leaders to launch UGA’s River Basin Center.  She has a BS in Physics from Clemson University and MS in Water Resources from the University of Georgia.
